Petrovietnam Chairman of the Board of Directors Hoang Quoc Vuong Visits and Works at Sao Vang – Dai Nguyet Cluster

On September 22, 2023, Mr. Hoang Quoc Vuong – Party Secretary, Chairman of the Board of Directors of Vietnam Oil and Gas Group (Petrovietnam) and the working delegation visited and worked at the Sao Vang – Dai Nguyet platform cluster, on the continental shelf of Vietnam, 300km from the coast of Vung Tau.

The delegation included Mr. Katsuhiko Sakamoto – General Director of Idemitsu Gas Production (IGPV – project operator); Mr. Pham Viet Anh – Chairman of the Board of Directors of PetroVietnam Transportation Corporation (PVTrans); Mr. Tran Ho Bac – Deputy General Director of PetroVietnam Technical Services Corporation (PTSC); together with leaders of the Boards of the Vietnam Oil and Gas Group, Directors of the units operating the Sao Vang – CPP rig and the FSO GOLDEN STAR vessel.

The Sao Vang – Dai Nguyet project includes two fields, Sao Vang and Dai Nguyet. Phase 1 includes a Sao Vang central processing platform (CPP) connected through an infield pipeline system to wells in blocks 05-1b and 05-1c, Nam Con Son basin located in a deep water area, far from shore, with complex geological conditions (high temperature, high pressure) on the continental shelf of Vietnam, about 300km southeast of Vung Tau coast, with a sea level depth of 110 – 130m.

With an annual output of about 1.5 billion m3 of gas; 2.8 million barrels of crude oil and condensate; Sao Vang – Dai Nguyet gas source will contribute a significant source of revenue to the state budget and the economy, as well as ensure commitments to supply gas to consumers in the Southeast region when other gas sources begin to decline from 2020 onwards, in which the gas supply for electricity production from the Southeast region accounts for about 22% of the country’s electricity output.

Visiting, encouraging and congratulating the staff who are safely operating Dai Nguyet rig, Mr. Hoang Quoc Vuong – Chairman of Petrovietnam’s Board of Directors expressed his gratitude for the contributions of the staff who participated in the operation and ensured safety over the past 3 years. At the same time, he encouraged the workers to always try their best to overcome this period with Petrovietnam.

The Chairman of the Board of Directors of Petrovietnam hopes that with the achieved results, the staff of the rig will continue to promote their experience in safe and effective exploitation to maintain the achievements of the past time and contribute to the overall development of the Group and the country. PVTrans, through its branch PVTrans OFS, participated in the bidding for pre-operation and operation and maintenance (O&M) services with domestic contractors and was awarded the contract in October 2017. The contract was signed and took effect from May 2018.

PVTrans-OFS will provide suitably qualified engineers to assist IGPV in implementing the construction of a maintenance and materials management system (CMMS) including maintenance work plans, spare parts lists, inputs, data collection and analysis, planning systems and other tasks required to build SV-CPP and DN-WHP maintenance systems.

Up to now, the Sao Vang – Dai Nguyet project has achieved 1,193 days of absolutely safe operation, exploiting a total of 3.786 billion cubic meters of gas and 7,372,897 barrels of condensate; There are 107 PVTrans core crew members working on the rig regularly, divided into 2 main shifts and changing shifts every 3 working weeks.

During 3 years of operation, the O&M team has completed all assigned tasks and exceeded targets, with absolute safety, and the uptime of the systems undertaken is 100%. This is an international-class work achievement; At the same time, they have developed and undertaken higher positions that were originally reserved for foreigners such as stand-in Facility Superintendent, or mine owner positions such as: Onshore Operation Engineer, Shutdown Coordination, Critical Spare Review Engineer.

Special tasks previously performed by foreign manufacturers, experts and contractors are now gradually being replaced in part by the O&M team, thereby saving costs and being proactive in operation and maintenance such as: troubleshooting the sealing system of the main compressor complex (GTC), replacing gas turbines, major maintenance for LP/MP compressors, installing and replacing underground pumps, repairing and completing complex systems such as gas metering systems.

Mr. Pham Viet Anh – Chairman of PVTrans Board of Directors sent his thanks to Mr. Hoang Quoc Vuong – Chairman of Petrovietnam Board of Directors and the working delegation for visiting and encouraging the workers on the rig, to motivate the workers to continue to promote their capacity, operate safely and exploit effectively; At the same time, he sent his thanks to the staff on the rig for operating the rig safely over the past 3 years, without any errors.

The delegation also visited and worked with leaders, officers, employees and workers on the GOLDEN STAR FSO ship, touring the ship with the largest capacity in the region, which has been operating effectively and safely with the Dai Nguyet rig for the past 3 years on the continental shelf of Vietnam, both ensuring economic security and marking Vietnam’s territorial sovereignty in the East Sea.
