Petrovietnam Chairman of the Board of Directors Hoang Quoc Vuong Visits and Works at Sao Vang – Dai Nguyet Cluster

On September 22, 2023, Mr. Hoang Quoc Vuong, Party Secretary and Chairman of the Board of Directors of Vietnam Oil and Gas Group (Petrovietnam), together with a working delegation, visited and held a working session at the Sao Vang – Dai Nguyet platform cluster, located on Vietnam’s continental shelf, approximately 300 kilometers offshore from Vung Tau City.

The delegation included Mr. Katsuhiko Sakamoto, General Director of Idemitsu Gas Production Vietnam (IGPV) – the project operator; Mr. Pham Viet Anh, Chairman of the Board of Directors of PetroVietnam Transportation Corporation (PVTrans); Mr. Tran Ho Bac, Deputy General Director of PetroVietnam Technical Services Corporation (PTSC); along with leaders from Petrovietnam’s functional divisions and directors of the units operating the Sao Vang – CPP platform and the FSO GOLDEN STAR vessel.

The Sao Vang – Dai Nguyet Project comprises two fields – Sao Vang and Dai Nguyet. In Phase 1, the Sao Vang Central Processing Platform (CPP) is connected through an infield pipeline system to production wells located in Blocks 05-1b and 05-1c of the Nam Con Son Basin. The project lies in deep water, far from shore, with complex geological conditions (high temperature and high pressure) on Vietnam’s continental shelf, approximately 300 km southeast of Vung Tau, at sea depths ranging from 110 to 130 meters.

With an annual output of approximately 1.5 billion cubic meters of gas and 2.8 million barrels of crude oil and condensate, the Sao Vang – Dai Nguyet gas source provides a significant contribution to the state budget and national economy, while ensuring a stable gas supply to consumers in the Southeast region — particularly crucial as other gas sources have begun to decline since 2020. Notably, gas supplied for power generation in the Southeast accounts for around 22% of the nation’s total electricity output.

During his visit to the Dai Nguyet platform, Mr. Hoang Quoc Vuong, Party Secretary and Chairman of the Board of Directors of Petrovietnam, visited, encouraged, and extended his congratulations to the staff who have been operating the platform safely and efficiently. He expressed his deep appreciation for the dedication and contributions of the workforce who have ensured safe and stable operations over the past three years, and encouraged them to continue their efforts and perseverance alongside Petrovietnam during this challenging period.

“Petrovietnam’s core mission is to search for, explore, and produce oil and gas to contribute to the country’s development,” said Chairman Hoang Quoc Vuong. “From now until 2050, our policy remains steadfast — we will continue our efforts to explore and exploit oil and gas wherever possible. The Sao Vang – Dai Nguyet area is not only located in the nation’s exclusive economic zone, serving as a strategic outpost, but it is also a region rich in oil and gas potential, and therefore a key focus of Petrovietnam’s attention.”

Chairman Hoang Quoc Vuong expressed his belief that, building on the results achieved, the platform’s personnel will continue to apply their experience in safe and efficient operations, maintaining the achievements attained and further contributing to the overall growth of both Petrovietnam and the nation.

He also commended PVTrans’s leadership and staff, especially those directly operating the Dai Nguyet platform, describing their involvement as a unique and innovative milestone in PVTrans’s development journey. He emphasized that PVTrans is not only Vietnam’s leading liquid cargo shipping company, but has also expanded its operational capacity to manage and operate a state-of-the-art offshore production platform — a testament to its professionalism and technical competence.

Through its subsidiary PVTrans OFS, PVTrans successfully participated in and won the bid for pre-operations and operation & maintenance (O&M) services in collaboration with domestic contractors in October 2017, with the contract officially taking effect in May 2018.

Under this contract, PVTrans OFS provides highly qualified engineers to support Idemitsu Gas Production Vietnam (IGPV) in developing and implementing the Computerized Maintenance Management System (CMMS) — including maintenance planning, spare parts management, data collection and analysis, and system operation support for the Sao Vang Central Processing Platform (SV-CPP) and Dai Nguyet Wellhead Platform (DN-WHP).

To date, the Sao Vang – Dai Nguyet project has achieved an impressive milestone of 1,193 days of incident-free operation, producing a total of 3.786 billion cubic meters of gas and 7,372,897 barrels of condensate. There are currently 107 core PVTrans crew members working on the platforms on a rotational schedule, divided into two main shifts, with crew changes every three working weeks.

During three years of operation, the O&M team has successfully completed all assigned tasks and exceeded performance targets, maintaining absolute safety and achieving 100% uptime for all systems under their management — a truly world-class accomplishment.

At the same time, the team has demonstrated outstanding competence and growth by taking on senior roles that were previously held by expatriates, such as Stand-in Facility Superintendent, as well as key operator positions including Onshore Operations Engineer, Shutdown Coordinator, and Critical Spare Review Engineer.

Specialized tasks that were previously carried out by foreign manufacturers, experts, and contractors are now being partially and progressively taken over by the O&M team. This transition not only helps reduce costs but also enhances operational autonomy and maintenance capability.

Key achievements include troubleshooting the sealing system of the main compressor complex (GTC), replacing gas turbines, conducting major maintenance of LP/MP compressors, installing and replacing submersible pumps, and repairing and completing complex systems such as gas metering systems.

Mr. Pham Viet Anh, Chairman of the Board of Directors of PVTrans, expressed his sincere appreciation to Mr. Hoang Quoc Vuong, Chairman of the Board of Directors of Petrovietnam, and the working delegation for their visit and encouragement to the offshore personnel. He emphasized that their presence serves as a great motivation for the workers to continue enhancing their performance, ensuring safe and efficient operations.

At the same time, Mr. Pham Viet Anh extended his gratitude to all the staff on the rig for maintaining safe operations over the past three years — without a single incident.

The delegation also visited and met with leaders, officers, and crew members aboard the FSO GOLDEN STAR, the largest-capacity vessel of its kind in the region. The FSO has been operating safely and effectively in coordination with the Dai Nguyet platform for the past three years on Vietnam’s continental shelf — not only ensuring economic security but also affirming Vietnam’s maritime sovereignty in the East Sea.
